How Do I Pitch Myself for Associate-Professor Positions?

I was wondering if you might consider writing a post on how to apply for associate-level positions. This is a largely mysterious process, and while there are plenty of online articles discussing how to achieve tenure, there's very little information on how to apply for an associate-professor position at another campus. The feeling seems to be: Why would you go back on the market if you have tenure? And associate positions—if they aren't tied up with being department head—still often have administrative duties built into the job (running a center, managing a publication, and the like).
Midcareer moves sometimes seem as though they are based on connections and patronage, and occasionally I think that is true. But with the tightening of the faculty job market overall, and intensifying competition for shrinking spots, associate-level searches are more and more professionalized, and operate increasingly like those at the assistant level. Thus, the quality of the application materials matters a great deal.
